  Marialaura Dell’Abate e Andrea Garolla di Bard all’ESW 

Bruxelles, 1 marzo 2017 -  Nel corso della Conferenza principale dell’European Shipping Week, evento organizzato dall’Ecsa in collaborazione con altre organizzazioni dello shipping europeo e con la Commissione Europea si è tenuto il dibattito Global Trends Affecting Shipping al quale è intervenuta Marialaura Dell’Abate, del Gruppo Amoretti di Parma e membro del Gruppo Giovani Armatori di Confitarma.

Certamente la più giovane di tutti gli altri partecipanti al dibattito, Marialaura Dell’Abate ha parlato della sua esperienza di giovane armatrice all’interno di una società di navigazione abbastanza unica nel suo genere, specialmente nel panorama italiano. Oltre ad avere la sede è a Parma, città lontana dal mare, nonostante sia stato fondato dal nonno Odoardo Amoretti, oggi il gruppo che porta il suo nome ha una gestione tutta al femminile.

Tra gli altri temi emersi nel corso del dibattito, riguardo ai marittimi imbarcati su navi di bandiera italiana, Marialaura Dell’Abate ha affermato che, nonostante le norme internazionali ed europee, gli oltre 40.000 marittimi italiani che in occasioni di elezioni in Italia si trovano a bordo di navi, non hanno la possibilità di trasmettere le loro preferenze anche se è internazionalmente riconosciuto che stanno lavorando sul territorio italiano, e dove la presenza del Comandante potrebbe assicurare la regolarità del voto su una nave. “L’unica alternativa è quella di non essere imbarcati nel giorno delle elezioni. Si tratta di una sorta di cittadini invisibili: lavorano, pagano le tasse, ma non sono in grado di esercitare il diritto di voto perché imbarcati su petroliere, navi portacontainer e navi da crociera in navigazione lontano dall’Italia.

Siamo uno dei pochi paesi che non ha ancora trovato una soluzione al problema. Il comandante di una nave è, in effetti, un funzionario di stato civile: nessuno gli può impedire di svolgere le funzioni di un presidente di seggio elettorale. I nostri politici si sono dimenticati di questo problema e credo che sia giunto il momento di trovare una soluzione”.

On March 1, 2017, during the main European Shipping Week Conference, an event organized by ECSA in collaboration with other European organizations of shipping and with the European Commission, Marialaura Dell’Abate (Amoretti Group of Parma) and a member of the Confitarma’s Young Shipowner Group took a part in the debate Global Trends Affecting Shipping.

Certainly the youngest among the participants in the debate, Marialaura Dell’Abate talked about her experience as a young shipowner in a shipping company. The peculiarity starts from the location of the head office in the city of Parma, not really a maritime city. In addition, although it was founded by his grandfather Odoardo Amoretti, today the group that bears his name has an all-female management. That’s why peculiarity is also normality in Marialaura’s case.

Among the topics discussed, Marialaura Dell’Abate to a question regarding the seafarers sailing on the Italian flagged vessels, answered: “In Italy more than 40,000 seafarers who work on ships during the Election Day, are each time cut off from the possibility to convey their preferences. In effect, internationally recognizing, they are working in the Italian territory where the presence of the Master could assure the regularity of the vote on a ship.

The only alternative is to not be boarded in the election day. They are a sort of  invisible citizens. They work, pay taxes. but they will not be able to exercise the right to vote because they boarded hundreds of oil tankers, container ships and cruise ships sailing away from Italy.

We are one of the few countries that has not yet found a solution to the problem. The Master of a ship is, in effect, a public authority for civil acts: no one can prevent him from carrying out the president of the polling functions. Still over the years our politicians forgotten the matter. I think is time to find a solution for the matter.”
